Yes. Stanley Hirsch and Leon DeJulius were at Foamix Pharmacuticals at the same time. This is where the connection appears to have originated.
Logic says when Hirsch was brought on board with OWCP not too long after DeJulius is a OWCP Director.
More d/d to do...but this is positive and promising.
