Someone would actually have to file with the court to take this abandoned shell over.

I'm not sure that's possible. The company was dissolved by management back in 2004. I think it may be too late for anyone to hijack the shell. And it was a Delaware company. Not one from Nevada or Wyoming.

Management really ought to have asked FINRA to delete the ticker back then.
