News Flash ~ The global scientific community (consensus/validation) is not dictated by any state laws designed to tax business entities be they foreign or domestic. Your premise is just about the most ridiculous thing I have ever heard. Seriously, it's impossible to bridge those two concepts. However, in all fairness, politics does get in the way of science. The fact that marijuana remains a schedule 1 controlled substance makes testing in the US difficult if not prohibited.  The PR you referenced states testing is being conducted in Vancouver and Florida, it's safe to assume live THC testing is being conducted in Canada.
