No I never said anything of the sort and you can do your own DD on their relationship, I was merely pointing out the growing demand in India for a Green NIPU product, Dr. Mannari was just a bonus mention.
Do you absolutely believe that a 500k award to "develop" a NIPU product in one year is even feasible? Hell no, its taken decades and millions of dollars (ask anyone on this board whos been here more than a year) to do such a thing with design, development, testing and deployment. What the DoD is looking for is a coating, formulated on a NIPU base that meets or exceeds current applications. Dr. Mannari has the ability to obtain such products, I'm sure even HCTI's, to do such testing without re-inventing the wheel.
Think what you want clark, just don't be so quick to judge what's being said without looking at the big picture and doing some DD.
