POR will not close as long as they see asset to distribute. It is well written in the POR itself to distribute all until paid in full or satisfied in full.

Of course it cannot be paid in full because there is not enough asset to pay its debt so they have to distribute every single penny to satisfy the creditors. “Satisfied in full”
