often times when you make out the budget it is calculated based on price of consummables, reagents, etc. It isn't necessarily a round number. It lends an air of legitimacy to your estimates to leave the numbers "raw".
also, sometimes a grant comes in for a percentage of the budget given. they don't round the numbers.
or, the agency may have a certain amount of money to give out for a set number of grants. divide the total by the number of grants and it may not be a round number.
other times, there is overhead and some agency, like a university, takes out some percentage. that could leave an unrounded number.
who knows? could be a lot of things.
