I don't know if that's what's happening but I disagree with your assessment.

It is a possibility unless using a combination of material was excluded from the contract. If it specified 100% SPIDER SILK then you are correct if it didn't you could be wrong.
Since neither of is in position to say for sure this conservation is fruitless. Thanks for your input. EOD.

Kevlar woven with DragonSilk would be a bada$$ ballistic barrier. You could have three different fabric layers:100% Kevlar; 100% DragonSilk; and, a woven mix of Kevlar/DragonSilk. Then just make multiple layers and nothing would get through it. But DragonSilk has never been tested for ballistic stopping power yet as far as we know. We should already have tested it ourselves!
