You can learn all about this stuff if you want although it will take time. Just simply read the Federal Acquisition Regulations (FAR), they are free access and are public information. Yes, they are very lengthy, complex and difficult to understand if you haven’t worked for the Government before, but all the information you need to understand that what I’m saying is accurate is readily available.
