One can buy the equipment for a “Guard Lite” exactly as spec’d by LIBE for about $1000 on Amazon. While it wouldn’t include the pole, mounting hardware or foundation....This is neither high tech nor particularly expensive and all available commercially off the shelf.

There isn't a check - there isn't going to be lights - there isn't any weed growing - there isn't any need for a high end security lighting system for a town with a population of 10 to 20.
