because certain MM's are viewed as more manipulated then others (crooked so to say) Some also have an association as being bigger fish in the game and maybe representing bigger buyers. If you watch level 2 enough you will begin to understand how MM's like NITE manipulate the stock. This is in it self a long study you can start by looking up how the MM's manipulate stocks. It is how ever illegal but there is no way for the SEC to prove they are doing it.
