The opinion stated was "Sounds like a good buying opportunity before news".

Trying to twist that into "Delinquent and Stop Sign is always a good thing" is disingenuous at best.

Of course being delinquent and the stop sign are not what investors want to see. Of course they are not a "Good Thing", generally speaking. If one thought the company was finished or a scam then the logical thing to do would be to simply move on and investigate other tickers. Why waste time?

If, on the other hand, one thought that news substantial to the company was around the corner then the delinquent and stop sign that scare others off and have depressed the share price do in fact represent a good buying opportunity. If one thought the share price was about to increase and one subscribes to the wacky theory of buying low and selling high then one might act accordingly.

The safe thing to do is wait for the news and then act. The riskier thing to do is buy before the news. But it's also more profitable... If the news does in fact come...

Risk/Reward. Ain't it grand?
