It's supposed to be there all night. It doesn't change until morning when the actual bids and asks come in, which are much, much lower.

Not for sure, but I think the MM's place the price so much higher than the last closing PPS in order to keep it from running. They know, no one will buy at that PPS. Helps manipulate the opening PPS.
