Yes, that is legit - basically the monitoring by the security software is causing the slowdown. For many, we specifically notify the security software when we release a new version in order to white list MT, but not all have that option.

Most common culprit is Windows Defender. If you are on Windows 10 latest update and are not using a different security program, then that is what you would need to adjust. Refer to:
