"The government wouldn't be able to cancel the 2nd contract based upon another contract (that has a separate deliverable). Even if KBLB failed on the 1st contract, it really has nothing to do with the 2nd contract."
The government would not have to issue funds without reason at this time either. There was no date payable that I saw when contract was initially issued that I am aware of.
