I read that communication as relating to tax-ability of the DCR payout for employees. My read on tax-ability is that it's a long term gain for anyone who bought AAMRQ.

But it may be promising that they are expecting a DCR distribution in 2018.

Hopefully all the unliquidated claims will settle or be denied this year.
