Sessions essentially passed the buck to states attorneys giving them the green light to determine on their own if they should enforce federal law. It only only took a day for analysts, and the market, to figure out that the states where current sales of such items are allowed are already bound to the revenues they are generating, and any attorney general will have pressure from all sides not to prosecute legitimate businesses. As far as the link about the SEC cracking down goes, it referenced one company who was proven to be a scam and obviously needed to be prosecuted. This company may or not make it, but the sector itself is unstoppable regardless of what the for profit prison owners say.
All in my very newbie opinion.
