Like I pointed out earlier with the 'Institutional monitoring' paper you won't have ANY effect whining about a stock when it's offered at such a low price. For the asok who was reading the paper "institutional monitoring" might be another way of saying a brokerage house actually following the stock (firm) and will pressure the board and management to fire people when they don't hit their targets. Good luck getting that done with a 1$ offering.
