The 2,000,000,000 par share count is just "authorized" shares, meaning how many the company may issue eventually.
The 152 mil number is the number of outstanding shares, meaning shares already issued and existing on the books of the corporation.
You can compare it to a credit line: just because you have a $100,000 credit line on your house, doesn't mean you actually owe $100,000 - you may owe just a small portion to the bank. TRKG has 152 mil shares issued out of a possible total of 2 billion it may eventually issue.
