You really don't know how business Works do you? What smart investor or business owner would want to do business in a place will you don't know if the feds are going to come knocking tomorrow that's the problem Jeff sessions has created massive uncertainty whereas the Cole memo although not officially law allowed businesses some breathing room. Now there is no room and no certainty. This was a big blow. Large investors will stay away. That was the goal of this announcement they want to bleed the industry dry.
