It Does. First building and then 1500 rigs. Rent is expenses.

Each building can only supply so much electricity . So once you are at your max you can not add machines

Because power capacity is very limited in 2 current locations and it limits rig expansion. Third location will have a Custom set up/build out with capacity up to 1500kw which is good enough for 1500 units. Clear now?
