Agree, consider also that they earned more money 2016 compare to 2017, so naturally they need to spend less on CAPEX. So what did they spend everything on. We still have no cash, basically maybe what S wanted to say was just "we cannot but as much as before becouse we earn less" and then translated that into "CAPEX on hold :D
