Patents on the European Patent Register that have withdrawn, are in some form on the WIPO database, which is a database for World Intellectual Property....these patents will be granted for world use, not just one country or continent, from what I understand.

Most are withdrawn due to not paying fees, likely because the withdrawn patents were incorporated into a different patent application or are being filed on WIPO to get world rights. They're not rejected tho.
