It is a T&M based contract so depends on how much work it takes to get the job done which is not uncommon with the type of work being performed.

It is all listed in the contract with the only exclusion being the amount charged per hour which will not typically be disclosed as having that info be made public hurts the ability to make changes to pricing for subsequent contracts.
