You are correct! That's why Owcp and NTVA can and are taking that same path! I'm not sure the outcome though, if both these companies will have to fight them. NTVA has a billionaire on there advisory board so I'm hopeful his money and power can help persuade ranking officials away from the path you mentioned Gwph is taking!
