They have quantum event powers. That is why some people can see them everyplace, but when it comes to actually trapping them, they manage to phase shift out of existence.

Consider the number of times people have predicted that GNCP would trigger the Shortpacolypse. Add to that, the number of other predictions of short squeezes in the other "sisters." People see them in GNCP all the time, but FINRA can't. The SEC can't. And the Shortpacolypse never comes.
