Most likely giving them the financial space to fund-raise for an acquisition or some other project. Recall that several years ago they were nearly finished the process of acquiring a vessel.
Maybe they think industry pricing conditions have finally turned around sufficiently to re-start one or more of their suspended segments -- as they've alluded to in several SEC filings over the past two years.... and they want to be ready for one or more growth opportunities.
Not sure how the market will treat this news.
