Nothing is being built anywhere - no construction at the MMEX site, no design for MMEX's projects, and no fabrication for MMEX's modules. In order to build anything, MMEX would need project financing, which it clearly does not have.
MMEX would need significant sums of money, and would have to make material commitments to EPC and fabrication subcontractors to build anything - no such disclosures exist, and MMEX has insufficient funds to pay any of these companies.
So nothing is being built anywhere, except shareholder losses in the market.
