providing proof of this is quite easy.

Go to otcmarkets.com and search decn.

It is there in the financials that you will find the $17mil order did not happen, and the $3mil financing is not there.

On the same site, you will notice they are listed as pink current. Not much of an uplist in my opinion :-)
