He's just attempting to put a stick in the spokes of Scandium.
I personally think it is a good attempt by the US Government to see if they can mine coal (c/w byproduct's) profitably. It would help the coal industry's bottom line and put people to work, but it would not make a dent in the marketplace for any one REE.
