Hopefully OTTV wouldn't support prohibited actions by servicemembers. Posting OTTV flyers could land a servicemember in hot water.

Approval is required from the Legal Office, AAFES/NEX, Contracting, etc. except for privately-owned items (used POV, yard sale, etc.)

The company (OTTV) offering products/services could be sued. A servicemember could face UCMJ action for violating orders or policy.

Promoting/advertising Johnny's little venture on a military installation is not worth "getting paperwork" and jeopardizing a military career.

Bottom line is: On US Government-owned/controlled facilities, advertising VivaLive should be by OTTV through a paid contract. Period.

According to [Army] Regulations, solicitation is restricted to specified times and locations as designated by post, battalion, or company commanders. The distribution or posting of flyers, business cards, or promotional material on installations is prohibited. Solicitation is not authorized in barracks or other troop housing areas; recreation service facilities, including libraries, recreation centers, dayrooms and/or in areas other than locations specifically designated by battalion or separate company commanders. Also, U.S. Federal Regulations, such as 5 CFR 2635.101, etc. may apply to servicemembers and U.S. government employees as well.
