It is vague.
I was surprised to see it , as well as the 750 million in other pre split shares that will be authorized to various parties.

My guess is that it will all happen at once with a filing.
They will file for the r/s , ticker change, share distribution.

The o/s will be under 10 million shares at that point and I presume they would want to take this to a higher exchange eventually.
