That is the catch 22 as they are not felons. To many people in power are running rampant doing as they see fit in their prideful opinion. I believe Hawaii has stopped this practice and going to review it. A felon is a huge difference from one who is suffering from PSTD who served our country verses someone who did a armed robbery. This will and should be addressed. No opinion but fact! Medical marijuana by no means means mental issues but a host of others from pain management to seizures and also cancer(appetite). This current practice is unequivocally an injustice to honest hard working Americans make no mistake and clearly a crock of shite.

I can not think of a license that would be more abused than medical MJ. If the only way I could get a beer is to get a doctor to prescribe it do you think it would be a problem?

And yes I do see beer as no different than pot.

This will all settle out in the courts and the road to full legalization will be bumpy. The trick for LEA is to not end up being a 'bump'. LEA needs to enforce the laws, not interpret, or make them.

It is illegal in every state I can think of to have possession of a firearm while intoxicated.

I'd guess some asshole decided to shape the existing law to favor his beliefs about marijuana.
