A majority of the time R/S's aren't a good sign in the OTC. I'm looking at how everything was put out today as a whole. The R/S wasn't too bad, and then the news came out later on. It's possible that they did it in that order, because they want to shoot for an up listing before they drop the great news hammer. Today's news signaled things to come. Looking at the overall picture, it's showing me that they had did planned as stepping stones to something bigger.
