You have no way of knowing for sure if he is incorrect. The "that's just the way business works" rationalization is well-worn on this board. Here's my problem with it ...

1- Kiewit is not some Joe the Plumber schmoe contractor from down the street. They didn't get to be a Fortune 500 by dicking clients around on deadlines.

2- If Eves and Neary are such savvy, seasoned businessmen, why can they never seem to anticipate these delays that so many are quick to explain away as "just business"?

The answer is obvious to me, but I tend to not get emotionally involved in my investments. It clouds judgement and the ability to see clearly.
