I feel if Intel keeps making nice advances on their small-core(also named Atom), that'd be the best defense against Windows on ARM.

The latest Pentium Silver processors use the Goldmont Plus core that are nearly 60% faster than the first out of order Atom cores released back in 2013.

The "WARM" benchmarks show that previous generation Goldmont based Apollo Lake platform outperforms it by 30-50%. Battery life seems to be competitive as well. Translation isn't perfect so there will be some compatibility issues that'll swear some customers off buying ARM-based Windows PCs again.

I also want to comment on Microsoft. They think their OS + ARM is a solution that "fixes" Intel's deficiency. They don't realize their OS is also part of the problem.
