There's no way to know who the insider is who paid for it, whether an officer or major shareholder. And the pump rag's safe harbor statement keeps them from being liable for putting out false information. The insider would know it's false, however, but they can just claim not to have been aware of it.
OTCM has been known to put a Caveat Emptor tag on a ticker because of situations like this. Let's see if they do this time.
