What White House deal? Was there a press release issued indicating a "White House deal"? A white paper is not a deal. What was in the white paper? Is there a public copy anywhere? Is it a proof of concept paper saying we have a solution? Is a concept paper an indication of a pending deal? It's like sending one's resume to a huge company and saying that the sending of my resume means being hired is imminent. Possible, yes. A done deal, hardly.
