Agreed. Customer B* was paying at least 1/3 of contracts revenues. So, how much more did they need to pay. It's left to ones imagination. Did they pinch a few pennies ever so hard? Maybe. But, likely more to the story. Might we further assume it wasn't the government? That might put a damper on getting future contracts. Yes???
