I can speculate all I want (seems to be going around). My issue is that the OTC doesn't list a specific reason for the CE. It's like one of those innocuous "teachable moments" from your stepdad when all you needed was the answer.
To my knowledge, the share issuance happened before RAKR started trading under its current ticker, so it would be in effort to cast off the shackles of the previous company.
Still pink current, no direct ties to any current promotion, financials released...
I cannot speculate about what or whom the board "must know" about issuance of shares. I can only go on what has been released in financials and attorney letters.
