I know that’s the playbook to push down PPS after a major event passes (“no movement for 15 months”).

With MMEX things have been moving ahead of schedule for every milestone. So when they say phase one “up and running by the end of 2018,” based on their track record I would expect phase one to be complete by this time next year. Just around the corner!
