I didn't say $PTOP is on SEC watch just yet. I was alluding to the simple fact that if the CEO is disseminating information to a select few investors, that is inside information.

So when I see someone saying "HUGE PR COMING BY TUESDAY", then I, as a logical investor, must wonder how they know this information. Quite simple why I said what I said.
