cm3i, the first PR about Wessal said

they could start buying immediately but there was never a price movement like they were buying "at market"...a 100% gain day. Limit orders make more economic sense, but the biggest block that I saw today wa 250,000 shares. There may have been bigger ones since I went to work part of the trading day, but has anyone seen 1 million share blocks more than a few times a day here and there?

Sure, Wessal could be smart and the SEC rules do not apply to them such that they have over 20% already...but it seems unfair to have seen the upcoming audited numbers and buy shares from someone who has not seen the AF.

As to the 25%, why only buy that much. Double up plus 1% and you have CONTROL of the company in a vote...including the CEO vote. Where do the shares come from? At the right price, insiders might sell much of their 362,000,000 shares. They come from the float and the insiders who have the following:
