Just means they have been closing their positions on a day to day basis. Right now there are a few working together to help bring price lower one puts up the ask(short) and sells shares to their counterpart below on bid then counterpart takes over and starts selling at bid while first short brings bid lower this filling themselves while bringing it lower in tandem with helping each other close out short positions on the way down
