Thin is what the ask side of L2 shows, the shares for sale. Each stock it is different based on the total # of shares outstanding. On a triple 0 ticker thin might be maybe only 9 million left at 0002 and only 10 million at 0003.
On HRRN, right now it is showing under 500k to 0045 which would be thin/not many shares. If it was showing 5 million people wouldn't be posting that it is thin.
