Annual report for a company is due 90 days after the close of the fiscal year. The link you shared shows he filed it early last year, an audited financial report is due 90 days after the close. Fiscal year closed for ONCI on October 31, so report is due by January 31st. He can file it earlier but it isn't due til January 31st. It has been stated here a dozen times.
