It was submitted last year around 10/24, so I imagine they're waiting to see how this ICO affects things, maybe adding that info to the mix as an addendum...since November is obviously part of the 4th quarter. PR or overdue Q. Either way, the ICO and more news or a PR sends this to the stratosphere.
