I think it is clear that the right to return will not be an option for the Palestinians. I think it is the reason that Israel is willing to consider a Palestinian state at this point. Either incorporating the West Bank and Gaza or allowing the bulk of the "refugees" to return would cause a demographic nightmare for Israel.

I agree with Public Heel that giving these people aid would do far more good than continuing to provide the Israeli military with Billions of dollars of welfare. You can look at it as aiding terrorism but I just look at it as trying to find a solution. The body count always favors the Israelis.
