How do you define "startup"? A new mine? Or a company that has never mined before?
Doesn't matter. To excuse the endless delays by flatly stating that everything related to a startup is late, always, is kinda silly. If there is money to be made, companies will find a way to accelerate schedules, find the right people, the right equipment, etc.
