I believe the name needs to go through FINRA... most, if not all, RMs or even regular name change for companies/securities go through registration or licensing through a Secretary of State's Office whether WY, NV, CO or whatever state... and even simultaneously have application with FINRA for name/symbol/cusip (any individually or combinations) change.
