With 10 billion shares, this will never get to .02 or .03. It might get to .005.

The stock should pick up momentum after the license at least to .004 or .005 and could go on a run much higher. When the license gets granted the company will have 10's millions of dollars in potential over the couple of years, especially if they are the first. I've seen companies of less potential go on a run (look at $ERBB in early 2014 - it when from less the .002 to 11 cents in two months)
